The Federal Home Loan Bank of Indianapolis (FHLBank) has conducted a Housing Needs Assessment across its two-state district of Indiana and Michigan to help guide the allocation of funding through its Affordable Housing Program (AHP), which supports households earning 80 percent or less of the Area Median Income. The findings from the assessment will inform the decision-making of FHLBank’s Board of Directors, Affordable Housing Advisory Council, and senior management. In particular, the results will help shape the AHP subsidy allocation strategy and identify potential scoring priorities for inclusion in FHLBank’s Targeted Community Lending Plan and AHP Implementation Plan.

As part of the assessment, a Stakeholder Needs Assessment Survey will gather input from partners and organizations working in communities throughout the district. The survey will identify key housing assets, existing challenges, and priority needs related to affordable housing development and preservation. In addition, a series of online focus groups will facilitate deeper discussion on critical housing topics, including urban and suburban affordable housing, rural housing challenges, homelessness and supportive housing, equity and quality of life, and the role of lending institutions in expanding access to affordable housing resources.
