Johnstown’s West End Choice Neighborhood Plan responds to a neighborhood shaped by both historic strength and long-term economic hardship. Led by the Johnstown Housing Authority in partnership with the Cambria County Planning Commission, the initiative focuses on the Coopersdale Community, a 121-unit public housing development built in 1959, while also addressing the broader needs of the surrounding West End neighborhood.

The Plan builds on the area’s assets, historic homes, neighborhood parks, and proximity to downtown, while directly confronting the impacts of population loss, disinvestment, and declining industry. Its recommendations include modernizing or redeveloping Coopersdale as mixed-income housing, improving access to education, childcare, job training, and health services, and investing in neighborhood infrastructure and safety. Grounded in local engagement, the Plan is intended to guide future funding pursuits and help position the West End for long-term revitalization.
